Glasgow Key Fund

The Glasgow Key Fund provides two separate services in partnership with Glasgow City Council:

• A Rent Deposit Guarantee Service
• Temporary Accommodation

The Rent Deposit Guarantee Service
Ypeople’s Rent Deposit Guarantee Service is based in 17 Dava Street, Glasgow and helps people who are either homeless or threatened with homelessness to find a solution to their housing needs through the private rented sector. It provides support to people in tenancies in the city boundary of Glasgow.

Many private sector landlords require a cash deposit before they will agree to let a property to tenants. Ypeople provides a written guarantee to landlords in place of the required cash deposit.

Each person referred to Ypeople will have a named worker who ensures they meet the criteria for the rent deposit guarantee service. The rent deposit guarantee service also ensures prospective landlords meet the required criteria, and are willing to accept the guarantee bond instead of a cash deposit.

Our rent deposit guarantee service is available to both the tenant and the landlord at any time to offer support, advice and advocacy if required.

What the guarantee covers:
• Loss or damage to the property/inventory items caused by the tenant (or visitors) which is not caused by reasonable wear and tear.

What the guarantee does not cover:
• Rent arrears
• Reasonable wear and tear
• Rent in advance
• Unpaid utility bills
• Charges for services and utilities
• Rent due following a tenant leaving without giving notice

Who can apply?
• Households assessed by Glasgow City Council as in priority need where the private rented sector is the best option (Regulation 32A).• Households assessed by Glasgow City Council as intentionally homeless or who have refused reasonable offer of accommodation.
• Households at risk of homelessness


• Are unable to find the cash required for a deposit

How to apply:
• All referrals to the rent deposit guarantee service must come via Glasgow City Council
• Staff will contact all applicants to discuss their accommodation needs, discuss how the service works and the requirements of prospective tenants.
• The service will seek to identify a suitable property with a landlord who meets the required criteria.
• Alternatively, tenants may have identified a landlord, in which case staff from the service will ensure the prospective landlord meets the required criteria.

Temporary Accommodation
Ypeople are working in partnership with Glasgow City Council to provide them with temporary accommodation in Glasgow using the private rented sector. This temporary accommodation will be used by the Council to accommodate households experiencing homelessness.

Under the scheme Ypeople will lease properties from landlords and rent them to households in housing need referred from Glasgow City Council’s Homelessness Service for temporary accommodation.

Ypeople is responsible for all management issues associated with the property for the duration of the lease, including all contact with tenants. At the end of the lease the property will be returned to the landlord with vacant possession in the same condition – less fair wear and tear.

Leasing Guide
• Guaranteed rent – we will guarantee to pay the rent agreed between Glasgow Key Fund and the landlord every month for the duration of the lease, regardless of whether the property is occupied or not.
• Guaranteed property condition – we will guarantee to return the property to you in the same condition less fair wear and tear.
• Advice and information – Glasgow Key Fund staff can provide advice and assistance on a range of issues including statutory safety requirements.
• Property visits – Glasgow Key Fund staff will make regular visits to your property.
• Hassle free renting – leasing your property to Ypeople removes all the hassle and pitfalls renting can involve. You can sit back and watch the rent go into your bank account each month with the peace of mind that your property is being well looked after.

Types of Property Required
We are looking for all types of self-contained properties between studio and four* bedrooms in size. The properties must be located in the Glasgow City Council local authority area.

*On occasion we may also require larger properties.

Acceptance onto the scheme
Landlords will only be accepted onto the scheme if they meet the following conditions:

• Property/properties must meet the required standard.
• Council tax band details must be provided.
• Copy of building insurance must be provided annually.
• A gas safety check must be conducted and a certificate provided by a Gas Safe Registered engineer.
• A full electrics test must be carried out by a National Inspection Contractor (NICEIC) and a certificate provided.
• An energy performance test must be carried out by a domestic energy assessor (DEA) and a certificate provided.
• Details of the utilities suppliers.
• A Ypeople representative must complete a property standard inspection.
• An emergency repairs contact number both in and outwith office hours.

You as a Landlord are responsible for:

• Insurance
• The fabric of the building
• Providing quality furniture (where furnished)
• Ensuring all repairs are carried out in accordance with the lease
• Common repairs
• All statutory obligations as defined in the lease.

We may ask you to complete some works to your property before we are able to lease it from you, these works will be to ensure that your property meets the minimum standard required by the Council; this may include for example the fitting of smoke alarms.
